Expression of Interest for Consultancy Services – Assessment and Improvement of Hazardous Waste Cell in Belize

The Basel Convention Regional Centre for Training and Technology Transfer for the Caribbean (BCRC-Caribbean) has received financing from the Inter-American Development Bank (IDB), toward the cost of the ISLANDS – Advancing the Sustainable Management of Hazardous Chemicals and Wastes in the Caribbean and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) will focus on conducting an assessment of the current use, efficiency, and infrastructure of the Hazardous Waste Cell at Mile 24 RSL in Belize. The aim is to propose improvements for management and operations, including potential infrastructural upgrades or utilization adjustments. Recommendations will be provided for enhancing the site’s efficiency through strategic planning and the development of strategies and procedures for Environmentally Sound Management (ESM). Additionally, the services will include conducting stakeholder analysis, organizing workshops, and developing Standard Operating Procedures (SOPs) along with Operation and Maintenance Manuals. These services are expected to be implemented over a nine (9) month period.

The BCRC-Caribbean now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Expression of Interest (EOI) should include: (i)letter of EOI signed by the authorized representative, (ii) legal documentation, (iii) profile of the firm (organization and its principal areas of expertise and activities), (iv) description of the general experience, and (v) list of similar assignments executed during the last 8 years with execution period and (vi) any other documentation consider as relevant. The CVs of potential personnel are not required at this stage.

The short list shall comprise firms with a wide geographic spread not fewer than five (5) and not more than eight (8) eligible firms.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders from source countries of the Bank as defined in the Policies.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

Expressions of interest (EOI) must be delivered in a written form to the address below in person or by e-mail not later than April 9, 2025, by 2:00 pm (Atlantic Time Zone, UTC-4, Trinidad and Tobago).
