The Basel Convention Regional Centre for Training and Technology Transfer for the Caribbean (BCRC-Caribbean) has received financing from the Inter-American Development Bank (IDB), toward the cost of the ISLANDS – Advancing the Sustainable Management of Hazardous Chemicals and Wastes in the Caribbean and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) for Feasibility study for the design of hazardous waste storage facility in Suriname, include the improvement of the landfill management in Suriname through: (i) development of a source segregation strategy: development or enhancement of a municipal waste source segregation management system, with the primary objective of preventing hazardous materials from entering the landfill; (ii) delivering activities towards improved management at an identified Landfill: recommend practical measures and provide capacity-building initiatives, with a focus on enhancing efficiency and ensuring environmental compliance within the landfill operations. The objective is to equip landfill personnel and stakeholders for a more effective and sustainable waste management approach; and (iii) conduct of a feasibility study of a suitable hazardous waste storage facility: assess the overall viability of the construction of an additional landfill cell specific for the storage of hazardous waste in Suriname. Determine whether the project is practical, economically viable, and whether it should proceed to the next stages of development. Evaluate various aspects such as market demand, technical and infrastructure requirements, legal considerations, financial projections, risks, and environmental and social impacts. The services include capacity needs analysis and training. The duration of the consultancy is nine (9) months.
The BCRC-Caribbean now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Expression of Interest (EOI) should include: (i)letter of EOI signed by the authorized representative, (ii) legal documentation, (iii) profile of the firm (organization and its principal areas of expertise and activities), (iv) description of the general experience, and (v) list of similar assignments executed during the last 8 years with execution period and (vi) any other documentation consider as relevant. The CVs of potential personnel are not required at this stage.
The short list shall comprise firms with a wide geographic spread not fewer than five (5) and not more than eight (8) eligible firms.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders from source countries of the Bank as defined in the Policies.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
Expressions of interest (EOI) must be delivered in a written form to the address below in person or by e-mail not later than April 9, 2025 by 2:00 pm (Atlantic Time Zone, UTC-4, Trinidad and Tobago).
